Audio on a Windows PC?

Is anyone running or able to run audio for a Windows PC?

I heard a rumor that MIT was working on a program to allow
Window PCs the ability to send and recieve audio inconjuction
with sending and recieving video.

I am looking for a way to run audio and video with CU-SeeMe on a PC.
